DEVELOPMENT OF SUPERVISION IN UKRAINIAN PROBATION: IMPLEMENTATION OF THE DUTCH EXPERIENCE

Abstract

The article aims to specify the organizational and content-methodological aspectsN of supervision development in the Ukrainian national probation using the Dutch probation service as an example. The publication material was created using a synergistic approach. Based on the use of methods of legal, functional analysis of national legislation in the field of probation and systematized examples of supervision organization, many years of Dutch probation experience on official resources of specialized institutions. Supervision is proposed to be structured depending on the functional tasks of Ukrainian probation. The conclusions state that the first element of systemic supervision is: socially oriented activities aimed at preventing, resolving professional risks, and overcoming destructive consequences, difficulties, shortcomings, etc. The second element is defined as professional psychological, emotional-ethical, subject-methodical, and organizational-motivational support to achieving high-quality results of probation activities. The third element provides for a set of scientifically based measures to preserve and develop the staff of the community of specialists and stakeholders of Ukrainian probation. Using the example of an analysis of the experience of the Dutch probation service, examples of supervision practices are proposed: raising the status of probation specialists and staff who perform complex multi-component tasks to ensure public safety; supervision of work with convicts who are citizens of other states; supervision of communication with authorities and public institutions for resocialization with an approach not through coercion but through the practice of directive actions within a voluntary framework; supervision of self-reliance using theexample of the “Top-600” program, restorative justice projects, supervision of social work to form the experience of prosocial interactions and communication. An example of the card game “Canon Kaartspel” is given. The following promising areas have been identified: developing provisions for high-quality supervision of early intervention based on case management, creating an institute of internal supervisors who, in collaboration with scientists, can develop relevant topics of criminological research, ensure the development of evidence-based methods in working with complex cases, and organize training for specialists and probation staff according to European Union standards.
