FORECASTING THE DEVELOPMENT OF SCIENTIFIC ACTIVITY IN THE SYSTEM OF CONTINUOUS EDUCATION: CHALLENGES AND STRATEGIC ORIENTATIONS

Abstract

The paper addresses the issue of forecasting the development of scientific activity within the
system of lifelong education under current transformational conditions. Emphasis is placed on the
increasing role of research as a key instrument for shaping evidence-based educational strategies
and long-term forecasts. The theoretical and methodological foundations of forecasting the development of science and education are analyzed, including systemic, strategic and foresight approaches.
The main challenges facing scientific activity in the system of lifelong education are identified, such
as the fragmentation of research, human resource limitations, the need for digital transformation and
the integration of research outcomes into educational practice. Key prognostic trends are outlined,
including the strengthening of interdisciplinary research, the development of evidence-based education
and the expansion of international and interinstitutional cooperation. The strategic orientations
for organizing scientific activity in the system of continuous education, aimed at enhancing its sustainability, quality, and alignment with societal needs, are substantiated.
It is concluded that organization of research work in the lifelong education system is based on a comprehensive combination of conceptual, organizational, personnel, methodological, and informational resource components, as well as on the use of modern methods of research-based learning.
Based on these components, a structural and functional model for organizing research activities
in the system of lifelong education is proposed. Such an approach ensures the formation of an individual’s research culture, the development of learners’ scientific potential, and promotes integration
of educational and scientific activities in the conditions of modern society .
